Please note that Sarah-Jane O’Keeffe and Dessie Morrow of Azets have been formally appointed as joint provisional liquidators (‘JPL’) to MB Planning Limited t/a Clear Financial (with Central Bank reference number C98750) (‘Clear Financial’ or the ‘Company’) pursuant to an Order of the High Court made on 30 June 2026.
Clear Financial is a regulated financial service provider supervised by the Central Bank of Ireland pursuant to the following legislative frameworks:
• Registered insurance intermediary under the European Union (Insurance Distribution) Regulations, 2018;
• Authorised Investment Business Firm under Section 10 of the Investment Intermediaries Act, 1995 (as amended) (“IIA”); and
• Investment Product Intermediary holding appointments from IIA product producers pursuant to Section 31 of the IIA.
Clear Financial provides financial advisory services to retail investors in the area of pensions, savings and investments and financial protection.
The JPL understand from their preliminary review that Clear Financial never held any client monies in any account owned or controlled by it. The business arrangement between Clear Financial, the policy holder and the policy provider was such that the policy holder directly transmitted funds to the policy provider.
Given the fact that Clear Financial is regulated by the Central Bank, it took the view that the most prudent action to protect policy holders and administer an orderly transition or take-over of the financial intermediary role was to apply to the High Court for an Order winding-up the Company.
Following the presentation of the petition on an ex-parte basis on Tuesday 30 June 2026, Mr Justice Cregan of the High Court appointed the joint provisional liquidators to Clear Financial. The hearing of the petition will take place on Monday 20 July 2026.
Notification of the appointment of the joint provisional liquidators have also been served on the Central Bank of Ireland.
Pursuant to the High Court Order, the JPL have the power to continue to trade the business of Clear Financial and have instructed employees to do so for existing customers on a business as usual basis and in line with all appliable regulatory requirements. The JPL have also instructed the employees not to pursue any new business or customers. The JPL will be exploring opportunities for an orderly transfer of the existing business to an appropriate transferee in a manner that will protect the interests of consumers.
